I'm not certain if this is something we want to support anyway. Supporting would require a pretty detrimental breaking change I think.
Passing through XML nodes makes sense for a lot of different configuration nodes that may have several attributes, potentially several that is platform-specific, but for preferences, I think it's okay to keep it as a strict key/value pair.

XML passthrough on preferences is wil not be a planned feature as there is a strict requirement for preferences to be a keypair.
