Буквально вчера всё работало, сегодня такая же ошибка. Файл по ссылке не открывается, ERR_CONNECTION_TIMED_OUT.

Ошибка типична для не-россиян и для ситуаций когда расширение блокируют. Но если честно никто ничего пока не блокирует.

То есть если ваш провайдер выслуживается то общей проблемой это не является.
