Update:
I've started modifying the Project Requirements on Users related service now that we have much clearer view on it (from mockups and API endpoints). So, below is what I have so far for Users (still focusing on the Required points)

Here's the modified version of Project Requirements on Organizations related service. Note that the Portfolio section of both Organization and User are not yet extended to their requirements as this will be done after I completed the Programs mockup (wip).
