Can not annotate beneath the editor bar about picedit

Just Change the following selector in picedit.css:

Change opacity: to 1

.picedit_nav_box {
position: absolute;
top: 0;
left: 0;
width: 100%;
padding: 1% 1% 1.5% 1%;
z-index: 15;
opacity: 0;

-webkit-transition: opacity 200ms ease-out;
-moz-transition: opacity 200ms ease-out;
-ms-transition: opacity 200ms ease-out;
-o-transition: opacity 200ms ease-out;
transition: opacity 200ms ease-out;

}

Also, I made my own container div to control opening/closing the dialog. This can be easily done with jquery.
