Emulator on CI for instrumentation testing about android-ktx

I'm taking a pass at this on my private fork to avoid spamming Circle CI notifications to the team.

Getting an old emulator working is fairly easy. The problem is that you basically can't run any emulator newer than API 23 or 24 in a reliable way. We have code that can only be tested on API 26+ so we really need 26 or 27.

Alternatively we could use Firebase test lab. We (DevRel) have an account which can be used. It is currently used for Blueprints (config)

Yeah I'm not against using FTL, but it's depressing that we need to.

Yeah agreed. The annoying thing with FTL is that we have to upload an app APK regardless of the fact that we don't have one. I have a setup mostly working, but not sure what you do now. I could just generate a dummy APK and upload it to repo, but that's gross.

This is in. Now we just need to port tests and hopefully abandon Robolectric.
