Update
It doesn't look like there is a good way to depend on emotion in a way that we can guarantee that it won't burden r3e's users.
To have a design system that is completely isolated from the outside, and maintainable at the same time, I think the best solution would be to use Reakit with tailwind. Tailwind provides a system UI-like theming API with design tokens, while being entirely static CSS, and Reakit provides low level primitives for functionality and accessibility.
