I would advise against always mapping "effort" to "try" because there are contexts where "effort" refers much more to an expenditure of labor, cost, or other resources rather than an attempt.
For example, "John effortlessly passed the exam." does not mean that John passed the exam without trying, but rather that it was easy for him.

The AMR Checker currently will flag "to make an effort" to be converted to "try" and in that expression it's probably often appropriate, but I have to admit that this was one of the support-verb-construction mappings I was most uneasy about.

Oops, yes, I misread your comment! Do we want to map it to "try" in cases where it really means "try"? As opposed to the adverbial case that you mention?
