I think 'one' should be included as a concept just like other personal pronouns ('he', etc.). When multiple referring expressions identify the same individual, I would use the most specific one as the concept: so in (3), I would go with 'he' because it implies animacy.

To elaborate on what Nathan wrote, there are three distinct types of one
(1) Numeric one
Example: I bought only one book. Similar: I bought only two books.
Annotation: 1
(2) Substitute one
Example: Do you prefer the red shirt or the white one? (= or the white shirt)
Annotation: use a second (separate) concept shirt.
Only the substitute one has a plural form ones: Do you prefer the red shirts or the white ones?
(3) Generic one
Example: One should never say never. Similar: You should never say never.
French: on German: man Spanish and Romanian often use a reflexive construction (se habla ... /se vorbește ...)
Annotation: use concept one in analogy to he
The generic one includes your cases "one sometimes sees" and "one can own the stars".
The occurrences of one in "one of them" and "Drawing Number One" are both numeric.
In your specific example, the annotator seems to use person as a type from the NE-type hierarchy (rather than thing), based on context.
