The idea with using an ENV variable is to encourage people to keep their API key out of their code base. In most cases, you might define export RECAPTCHA_PRIVATE_KEY=foo in your ~/.bash_profile on your development machine, and export RECAPTCHA_PRIVATE_KEY=bar in production, setting the ENV variable there in a way appropriate for your production environment.

Of course, it's true, most users have just found it easier to put ENV['RECAPTCHA_PRIVATE_KEY'] = 'yyy' right in their app.
