You may skip the next paragraph, as I have just fixed this issue,
so utl-load-theme should work as expected now.

I think what you described happened because initially "solarized"
was loaded with load-theme function, so utl-load-theme didn't
know what theme was used, as it "remembers" only a theme it
loads. But it is not the case anymore, since now
utl-load-theme unloads all enabled themes before loading the
specified one.

Yes, that sounds right. It didn't fail on subsequent loads.

Now it works correctly right from the start.
