In your case, aspect ratio is metadata inside mp4 file 2560x1440 [SAR 1989:1600 DAR 221:100].
You can't put it inside H264 stream via FFmpeg without transcoding.

why not just choose a resolution with the correct aspect ratio in the camera settings? transcoding the stream shouldn't be necessary

I have two options in the camera settings, 2560x1440 and 1920x1080 which are both 16:9, but obviously the pixels aren't square on the CCD, so it looks skinny and tall at playback. I'm not looking to transcode anything, simply add the DAR to the metadata so it's displayed correctly at playback.

That was my suspicion but my Googlefu has failed to find an answer to whether this was a limitation of RTSP or not. I'll go through the link you provided. Thanks!
