Why not use manual versioning and use https://keepachangelog.com/en/1.0.0/ for the changelog?
Also, the master branch can be rename v0, or v1 instead 😄

About branches or tags, with https://gopkg.in the major branch versioning is handled smoothly. GitHub.com/alexjomin/openapi-parser.v1 point to the branch v1 of the repo.

Yes, I use it on my personal project.
Each PR came with an addition on this changelog under the Unreleased section.
When I want to create a new version, I rewrite this section to be the new version and create an empty Unreleased section
