I'm not sure exactly what is causing the problem - it doesn't look like a package issue but it seems related to this issue RcppCore/Rcpp#922. There are some suggestions there that might help.

Thanks @alastairrushworth, It seems that this is a Mojave - specific issue. Running:
sudo installer -pkg /Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg -target /
(as suggested in the link you provided above) fixed the issue!
