kafka_user_config is not populated when importing existing Kafka service about terraform-provider-aiven

This is valid problem but it's not clear if there's a good fix for it because setting the user config options might create problems if you hand't explicitly specified those in your configuration and there's no API for telling whether the values are defined or not.

I presume the problem goes away if you just apply the "changes".

Another thing is that aiven provider does not recognize changes in user config options. So if I change something in web console and run terraform plan it will show that there was no changes and it has nothing to do 😞

In the new release https://github.com/aiven/terraform-provider-aiven/releases/tag/v1.1.4 <service>_user_config options population should be fixed.
