Help building/Installing/Using about teapot

I get an error when I try to run teapot.tcl and am confused by the docs (they did not seem to provide any setup steps, yet just instructions on using commands assuming they already work):

% ./app/teapot/teapot.tcl   
can't find package repository::capp
    while executing
"package require repository::capp"
    (file "./app/teapot/teapot.tcl" line 46)

I am running on MacOS Catalina.

Help is appreciated.
