Utilities now require macOS 10.9+ (OpenCore itself still supports macOS 10.4+)

This is Apple's limitation not allowing us to easily compile for both Apple Silicon and old macOS versions.

If this feature is absolutely required, we can accept a pull-request restoring this support as long as it is compatible with GitHub Actions and provides native Apple Silicon support.

I am talking about the nvramdump in /OpenCore/Utilities/LogoutHook folder.

I was just trying to get early Apple panic log, which is not stored on disk.

Is it worth considering bundling a precompiled version of this? (Doesn't change often, very useful on older machines, definitely development use only on ARM; not sure if there is much else that this applies to.)
