Definitely think the splitting arrays into separate files is a good idea. For the "different teams" (I assume you mean PIF vs. Delivery?), I slightly prefer adding an attribute to each user rather than separate folders, just for uniformity.

#165 provides initial support for split YAML files. 18F/data-private#42 splits the files within the original data repo.
