Well that is cool, though I meant set up an instance per-app, instead of creating one instance that can do multiple apps.

Done per-app, you could even imagine a cloud.gov broker where you can just deploy a restarter service instance bound to a particular app, and then off you go. (It could reuse any Circle CI creds already associated to the bound app, even.)

It's build with that in mind. All you'd need to do is change the name and add the other repos to the user provided service.

One thing you may wanna do in that case is split out the list of repos into a JSON file or YAML file and maintain it the way we do 18f/dns. In that case you'd probably want a single CircleCI token for the entire org instead of one for each repo.

I'm not sure what all goes into making a cloud.gov service broker, but configuring it to behave like that is not a stretch either.
