Yes, as you suggest, ansible and ansible-modules-pm2 have to be installed in the same environment...
I just wrote this to README (c8a09f1).
I could copy module:
# cp -r .local/lib/python3.6/site-packages/ansible/modules/pm2/ /usr/local/lib/python3.6/site-packages/ansible/modules
How about installing ansible package explicitly to .local/lib/python3.6/site-packages?
I think this should work, too.
from ansible-modules-pm2.
